I would say that instead of putting species up, people should go by the minimum wingspan.
40 in. might be a good place.

Many eagles can go under 78 in, and those are powerful birds. 40 in would contain those small raptors and songbirds, none of those ginormous ones.

Vultures for free, b/c even though their wingspan is huge, they have weak beaks. They can only kill by dropping heavy things.

I hate to but in but I think 40 inches is fine for males but in some species of birds the females are a bit larger so ...
